LESSONS AFTER FATAL DROWNING AT SEETA HIGH SCHOOL POOL

On August 4th, 2025, at midday, Mukono Police received a report of a suspected drowning involving Nsamba Kevin, a student at Seeta High School, Mbalala campus, Mukono District. The incident occurred on August 3rd, 2025, around 5:30 PM at the Seeta High School swimming pool.

Our regional police team visited the scene, recorded witness statements, and retrieved the body. Statements were obtained from relevant witnesses, and a postmortem examination was conducted.

One suspect, the school’s swimming pool life saver, Kato Diriisa, was arrested to assist police with the investigation. We plan to take him to court pending guidance from the Director of Public Prosecutions (DPP). The school’s CCTV footage was also reviewed.

There are important lessons to be learned from this incident, especially for facilities that operate swimming pools:

The necessity of having CCTV infrastructure in school environments.

Having lifeguards on poolside is not enough, lifeguards are fond of acting as coaches or trainers, which can distract them from their primary supervision duties.

It is important to assess whether a lifeguard has the proper lifesaving training and official appointment to perform lifesaving duties.

Management should establish and agree on clear protocols for pool usage rather than allowing overcrowding or lax oversight.
