The 2025 Annual Police Health Performance Report (APHR) provides a comprehensive overview of the achievements, challenges, and lessons learned in the delivery of Police Health Services (PHS) during the year under review. The report also outlines recommended strategies for future improvement.
The assessment evaluates performance against the objectives set out in the Ministerial Policy Statement and the annual targets established for the year 2025, offering an evidence-based account of progress made and gaps identified.
Report Compilation Process
The compilation of this report was a participatory and inclusive process, involving contributions from all departments through Technical Working Groups and the Health Management Committee. This collaborative approach ensured a comprehensive reflection of achievements, challenges, and future priorities of Police Health Services in 2025.
By engaging a wide range of stakeholders, the report captures a holistic view of healthcare service delivery and highlights the collective efforts required to improve the health and well-being of both the Uganda Police Force personnel and the communities we serve.
Data Sources and Methodology
The report focuses on key performance indicators used to monitor Police Health Services. Data were collected from multiple sources, including:
Police Health Facility reports
Routine data captured through the Health Management Information System (HMIS)
Administrative records
Program-specific reports
The output indicators presented in this report were primarily generated from digital data systems such as DHIS2 and Open Data Kit (ODK).
Population Estimates and Coverage
To ensure accurate measurement of health service coverage and performance, coverage estimates for routine HMIS indicators were calculated using the Uganda Bureau of Statistics (UBOS) 2025 mid-year population projection, estimated at 51,300,000.
