SECURITY AND TRAFFIC GUIDELINES FOR THE PRESIDENTIAL SWEARING-IN CEREMONY AT KOLOLO CEREMONIAL GROUNDS

The Uganda Police Force has finalized comprehensive security and traffic management arrangements to ensure the safe, secure, and orderly conduct of the Presidential Swearing-in Ceremony of H.E. Yoweri Kaguta Museveni, scheduled for Tuesday, 12 May 2026, at Kololo Ceremonial Grounds, Kampala.

In coordination with sister security agencies, extensive threat assessments have been conducted and all security teams remain on heightened alert. Tactical response units, rapid intervention teams, traffic officers, and static security personnel will be deployed across Kampala and along all key routes leading to the venue.

ACCESS CONTROL AND SECURITY SCREENING

Access to Kololo Ceremonial Grounds will be strictly controlled. The event is expected to host Heads of State, VVIPs, VIPs, invited guests, accredited service providers, and members of the public.

All attendees will undergo thorough security screening and will be guided to their designated seating areas in accordance with the approved seating plan.

The ceremony proceedings will also be broadcast live on television and other media platforms to allow wider public participation across the country.

Invited guests will access Kololo Ceremonial Grounds via John Babiha Road (Acacia Avenue) through Elgon Terrace (Heroes Corner Gate), as indicated on their invitation cards and accreditation details.

Specific access routes for VIPs, VVIPs, and other invited categories will be communicated through the relevant invitation and accreditation channels. Guests are advised to strictly adhere to these instructions.

Certain roads surrounding Kololo will have restricted access and will only be accessible to vehicles with valid accreditation stickers, invitations, or special clearance.

TRAFFIC MANAGEMENT ARRANGEMENTS

The Uganda Police Force further issues the following traffic guidelines:

Routes leading to Kololo Ceremonial Grounds will have restricted access to the general public except for vehicles with accredited stickers. These routes include:

– Ssezibwa Road

– Golf Course traffic lights

– John Babiha Road (Acacia Avenue) to Kololo Ceremonial Grounds

Designated Official Routes

From Entebbe International Airport:

– Entebbe Express Highway

– Northern Bypass

– Yusuf Lule Road to Kololo Ceremonial Grounds

From Munyonyo:

– Munyonyo Spur

– Northern Bypass

– Yusuf Lule Road to Kololo Ceremonial Grounds

RESTRICTED ACCESS POINTS AND DIVERSIONS

As motorists approach Kololo Ceremonial Grounds, the following traffic restrictions and diversions will apply:

– At Wampewo Roundabout, vehicles will not be allowed to join Wampewo Avenue and will instead be diverted to Jinja Road to access parking areas at UMI and Phaneroo Grounds.

– At the Fairway Hotel traffic lights, only VVIP vehicles with RED STICKERS will be allowed access to Acacia Avenue.

– At Katikati, the general public will be restricted from accessing the venue and will instead be directed towards Lugogo traffic lights via Jinja Road.

– At City Oil on Acacia Road, vehicles from Old Kira Road and Mawanda Road will be diverted towards Mulago traffic lights.

PARKING ARRANGEMENTS

Access to parking areas will be strictly limited to accredited persons. All invited guests are advised to clearly display their accreditation stickers for easy identification.

– VVIP parking will be accessed through Elgon Terrace at Heroes Corner, Kololo Ceremonial Grounds.

– The general public is advised to park at:

– City High School

– Phaneroo Grounds

– Uganda Management Institute (UMI)

– Millennium Grounds

– Members of Parliament will park at Parliament.

– NRM Secretariat members will park at the NRM Kyadondo Offices.

ENTEBBE EXPRESS HIGHWAY AND NORTHERN BYPASS

The Entebbe Express Highway and Northern Bypass will remain open to the general public. However, Traffic Police may implement diversions where necessary at the following junctions:

– Mpala to Old Entebbe Highway

– Kisubi to Nakawuka Road

– Kajjansi Flyover to Lubowa–Zana

– Serena–Kigo, Mutungo–Kitiko, and Busabala traffic lights for access to the city centre

– Munyonyo Roundabout towards Salaama Road and Buziga areas

PUBLIC ADVISORY

We appeal to all motorists and road users to cooperate with Traffic Police officers deployed along the main routes, access roads, junctions, and roundabouts to ensure smooth traffic flow to the venue and designated parking areas.

Motorists are strongly advised to plan their journeys in advance and strictly follow directions issued by traffic officers.

To enhance safety and maintain order, parking outside authorized areas will be prohibited. Vehicles found in violation will be towed to nearby police stations at the owners’ cost.

The public is further urged to use the roads responsibly, avoid reckless driving, and respect all temporary traffic diversions and restrictions that will be in place.

As the country marks this important national occasion, we call upon all Ugandans to remain calm, law-abiding, and cooperative throughout the event.
