The Chief Political Commissar of the Uganda Police Force, CP Hillary Kulayige on 20th October 2026 engaged political and security leaders in Kagadi District to strengthen community policing and address crime, particularly the rampant theft of agricultural produce.

The meeting brought together Officers in Charge (OCs) of police stations across the district’s 35 sub-counties, members of security committees and the Resident District Commissioner (RDC), among other leaders.

Discussions focused on addressing the theft of agricultural produce, which continues to affect household livelihoods and undermine government programmes, particularly the Parish Development Model (PDM), aimed at improving the socio-economic welfare of communities.

CP Kulayige urged police officers to work closely with political leaders, especially LC III chairpersons and their respective security committees, to strengthen community policing and enhance public participation in crime prevention.

He also encouraged communities to embrace government initiatives, including the PDM and youth skilling programmes at the skilling hub in Masindi, to improve livelihoods and empower young people.

To enhance crime prevention and management, CP Kulayige called on officers to intensify both foot and motorised patrols and conduct case conferences to improve case management, particularly in cases involving habitual offenders.

The engagement was a follow-up to the visit by the Inspector General of Police (IGP) to Kagadi District earlier this month, during which he assessed the security situation and called for strengthened efforts to address crime and improve community safety.
