Yesterday, the Police Savings Association Limited (PSAL) held its 6th Annual General Meeting at Sharing Youth Hall in Nsambya, Kampala, bringing together members to reflect on the Association’s progress, strengthen its commitment to officers’ financial well-being, and chart a sustainable path for the future.
The meeting was presided over by SCP Timothy Halango, Deputy Director of Welfare, Production and Sports, who attended as the Chief Guest representing the Inspector General of Police, IGP Abas Byakagaba.
In his address, SCP Halango commended PSAL for its continued efforts to improve police officers’ welfare through accessible and affordable credit facilities. He emphasised that financial stability is built on the discipline of consistent saving, responsible borrowing, and prudent financial management.
He urged every police officer to embrace a savings culture, noting that even modest but regular contributions can lay the foundation for long-term financial security. He further called upon members to work collectively towards building a stronger, more resilient PSAL capable of safeguarding their interests and supporting their future aspirations.
SCP Halango also observed that the evolving demands of modern policing place considerable pressure on officers’ physical, mental, emotional, and financial well-being. Against this backdrop, he challenged PSAL to expand its role beyond providing loans and position itself as a strategic partner in the overall welfare and financial empowerment of police personnel.
He told the delegates about tye importance of sensitising officers across all ranks on the value of saving, the reasons for cultivating the habit, and the benefits it offers. He explained that members’ collective savings form the foundation upon which the Association can extend loans to those in need, pursue viable investment opportunities, strengthen its financial sustainability, and generate dividends for its members.
SCP Halango’s message was a call for collective responsibility, financial discipline, and a shared commitment to securing the future of police officers through a strong and sustainable savings institution.
Meanwhile, SCP Christine Nanding was re-elected as Chairperson of PSAL, reflecting members’ confidence in her leadership and their desire for continuity in advancing the Association’s objectives. Her re-election provides an opportunity to build on the progress achieved and further strengthen PSAL’s contribution to officers’ welfare.
