JOINT COMMUNIQUE
- At the invitation of the Inspector General of Police, Uganda Police Force, the Inspector General of Police of the South Sudan National Police Service led a delegation to an extra ordinary meeting of the Joint Monitoring Mechanism as provided for under article 8 of the Memorandum of Understanding which took place on 22nd October 2016 at Serena Hotel Kampala. The meeting was to review the status of Memorandum of Understanding and specifically the implementation of the Kampala-Juba Highway Security Plan in view of the recent security challenges along the route.
- In his opening remarks, General Kale Kayihura, the Inspector General of Police, Uganda welcomed his counterpart, Gen. Makur Marol Aduot, the Inspector General of Police of South Sudan and his delegation. He congratulated the people of South Sudan for overcoming the political crisis and for the efforts put in place to stabilise the security of the country. General Kale Kayihura emphasized the need to jointly work together in order to rejuvenate the earlier efforts of the implementation of the MoU.
- On his part Gen. Makur Marol Aduot, expressed gratitude to the Inspector General of Police Uganda for the warm reception accorded to him and his delegation. He further thanked him for the long standing warm and cordial relationship between the two police institutions. He regretted the deaths and attacks on Ugandans and delivered apologies on behalf of the Minister of Interior, South Sudan Government and that they will do everything within their powers to end the incidents.
- The meeting reviewed the MOU and the Joint Implementation of Kampala – Juba Highway Security Plan as well as the security of the Kampala-Oraba-Kaya-Yei-Juba Road, and made the following resolutions:
- To form joint clusters based on the functional areas of cooperation; Border security, Highway Security, Investigations/CID, Counter Terrorism, Disaster Management, Crime Intelligence, Traffic and road safety, Legal, Human Resource Development, Information Sharing, Community policing, and any other area that may from time to time be found necessary to form into a cluster.
- To establish task teams to respond to identified urgent security challenges which include;
- Pursuing criminal gangs and dismantling terror cells
- Develop a Watch list of suspected criminals
- Investigation of cases and management of suspects
- Fast track the extradition treaty
- Monitoring of movement of people and goods in particular asylum seekers and detecting illegal weapons, across the border
- Strive to trace and rescue abducted Ugandans in South Sudan and else where
- Monitoring, management and relocation of refugees from border areas
- To secure the Juba-Kampala, and Kampala-Oraba-Kaya-Yei-Nimule Highways. In particular establish permanent deployments in dark spots to coordinate with the mobile units and conduct Joint patrols
- To ensure that the coordinating mechanisms under the MoU are operationalised
- To enhance timely exchange of information and intelligence on criminal elements
- To establish a joint coordination mechanism composed of the Director of INTERPOL, Uganda Police Force and the Head of NCB South Sudan National Police Service, Crime Intelligence and Police liaison officers/attachés to harmonize, coordinate and make follow up of resolutions.
- To conduct cross-border/transnational security threat assessment and submit monthly intelligence estimates to the Chiefs of Police
- To pursue the fast tracking of the extradition treaty to enable smooth transfer of wanted persons.
The discussions were held in a cordial atmosphere.
