The Annual Crime Report 2025 provides a comprehensive analysis of crime trends, patterns and collective efforts of the force. It is a tool for accountability, transparency and strategic planning.
The report indicates crime dropped by 10 percent in comparison to 4.1 percent in 2024. This milestone is attributed to several factors;
There is a clear chain of command and control, which has improved decision-making. I am confident that under my stewardship, UPF shall continue to improve command capabilities through training and mentorship at all levels.
The existence of a strong interagency mechanism under the able leadership of the CDF has enhanced effective twinning of our capabilities. I thank with gratitude all the members of the interagency.
The Implementation of the Sub-County Policing Model is giving UPF mileage over crime. This has enabled UPF to bring policing services closer to the communities. We have so far covered 56% of the sub-counties, and efforts are being made to cover all sub-counties, including providing them with relevant resources.
There has also been an upward increase in acquisition and effective utilization of force multipliers, especially CCTV, K9, Forensics, better equipment and IT-related solutions.
Over the past year, UPF sustainably executed intel-led operations and investigations across the country. This has enabled us to preempt crime by arresting and prosecuting suspects, consequently rendering communities safer.
UPF enhanced community policing and indeed remains undeniably a great tool to fighting criminality. It facilitated proactive policing. I urge all officers to continue engaging with the communities.
We have strengthened working partnerships with the MDAs, Judiciary, Office of the Director of Public Prosecutions, JSP formerly JLOS institutions, Local Governments, international partners, and PSOs, which have enabled us to build synergies in our strategies.
Distinguished guests, ladies and gentlemen;
I now invite Director Criminal Investigations, Director Traffic & Road Safety, and Director Fire Prevention and Rescue Services to take us through the summary of the report.
Once again, I appreciate you for coming. I thank the Directors for the wonderful summary presentation of the report.
I would like to assure you that together with all stakeholders, we will continue to reduce crime in the country. This is even more realistic with strong political leadership.
Indeed, I wish to express my profound gratitude to H.E. the President of the Republic of Uganda for the continued strategic guidance extended to the Uganda Police Force.
I also thank the Honourable Minister for Internal Affairs and the entire Police Authority for the policy guidance and support.
I appreciate the UPF officers for their dedication, professionalism and resilience throughout 2025. I commend the Directorates and the team from Criminal Investigations for the job well done in compiling the report.
I extend sincere appreciation to our various partners. I am also grateful to the general public for reporting crimes to the UPF.
I promise the country that UPF shall ensure a crime-free society to support the aspirations of the country- Parish Development Model, Emyooga, and NDP IV
