MEDIA BRIEFING ON IMPLEMENTATION OF THE SUB COUNTY POLICING MODEL (SCPM)

I would like to update the Country on the progress UPF has made in implementing the Sub County Policing Model (SCPM).

  1. The Sub County Policing Model (SCPM) was adopted from the strategic guidance by H.E. the President of the Republic of Uganda in his address to the 25th Annual Police Council meeting held at Police Headquarters, Kampala on 19th November 2019.

 

  1. The President further directed in the Executive Order No 03 of 2023 that, “…The country Police must stop being a Kampala Police and become a Uganda Police as it was planned to be…”

 

  1. The President in effect guided that every Sub county/Municipal/Town council be turned into a Police Station with all UPF capabilities to respond to policing needs of our people.
  2. For sometime, policing services have been concentrated in the urban centres, leaving the rural areas with inadequate or no police presence. With the establishment of anti-crime infrastructure such as CCTV in the cities and urban centres, the criminals shifted to rural and peri-urban areas where they are committing crimes thus affecting livelihood of rural communities and implementation of Government programs such as PDM, EMYOOGA and Operation Wealth Creation.
  3. In an effort to stregthen security, observance of law and order across the country and in line with doctrine of community policing and presidential directive, UPF management has reorganized its posture, structure, systems and procedures to focus policing at sub county level. The sub county policing model is an initiative designed to decentralize policing services to every sub county/municipal and Town council in Uganda
  4. Pursuant to H.E’s guidance and directive, a special Police Advisory Committee (PAC) meeting held at Police Headquarters on 2nd January 2025 resolved that a special committee be constituted to fast-track the implementation of the SCPM
  5. This SCPM entails the deployment of 18 personnel at a sub county/Municipal/Town Council constituted as follows;
  • OC Station
  • 12 personnel for patrols (General duty police)
  • Criminal Investigations Directorate (CID)
  • Crime intelligence (CI)
  • Child and Family Protection Unit (CFPU)
  • Community liaison officers (CLO)

 

This will be augmented with motorcycles (03), portable radios (04), VHF base radio (01) and counter telephone (01).

CURRENT STATUS

  1. The operationalization of the program has taken shape with reorganization and rationalization of the existing UPF resources. Eight (08) regions with 49 Districts and 591 sub counties have been covered (see table).

The table below indicate Districts where SCPM has been operationalized.

  1. Our projection is that by 15th February 2025, all the 2190 sub counties/Municipal/Town councils should have SCPM operationalized.

 

General outlook:

  1. The SCPM is receiving impressive reception from the local leadership and the general public. We also have unwavering support from the Executive and all arms of government. Forth estate plays a critical role…
  • RPCs have been adequately prepared to oversee the implementation
  • UPF has requested Government through a Cabinet memorandum Ugx 258Bn (FY 2025/2026) to reinforce SCPM

 

Gains from the model:

  1. The following are some of the wins we expect from the model;
  • Quick response to incidences and real-time attention to security matters affecting our local communities (85% of the Population)
  • Optimal utilization of UPF resources
  • Improve policing services that are community oriented
  • Enable success of Government programs e.g PDM
  • Facilitate consolidated and functional Police Station

To the UPF fraternity, unit commanders and personnel, you are encouraged to exercise the highest level of professionalism and commitment and work with the local communities towards the success of the model.
