There will be a bye election for Arua municipality Member of Parliament on 15 August 2018. The security situation in Arua and the surrounding district is generally stable.
The campaign for this election is going on smoothly and no major incident has so far been registered.
Uganda Police Force and its sister security agencies have carried out a thorough analysis of this by election, and have put up measures to help in securing this election effectively.
Uganda Police Force has enhanced Police visibility in the black spots of Arua.
We shall continue with high visibility and community policing to detect and curtail any crime that may disrupt the exercise.
We have deployed standby Public Order Management Forces at strategic locations to timely respond to any forms of public disorder.
We have enhanced deployment of both overt and covert Forces, deployed both static and mobile Forces to guard vital installations including offices of Electoral Commission, party offices and vulnerable places.
Security has been beefed up in and around Arua district to ensure that the by election goes on smoothly.
We have received reports that there are some people who have been ferried from various part of the country to Arua municipality either for purposes of causing confusion to disrupt the exercise or to intimidate voters. We want to urge them to desist from their plan because we are alert and we shall deal with them as the law prescribes.
We want to warn anybody who will be found threatening or intimidating voters or engaging in electoral malpractice that they will be arrested and charged in courts of law.
Update on Masaka robbery
On 1st July at around 1958/c a report was received by the District CID officer Masaka to the effect that there was shooting at Moses K hardware shop alias MUTO in Masaka town/Masaka District. A group of armed robbers attacked the hard ware shop shooting dead two people and robbed unspecified amount of money from the cashier plus the gun belonging to a security guard of a reserve force.
At the scene of crime, a body of Musinguzi Moses 36yrs, reserve force guard was found lying in a pool of blood.
One Shafic Kiggundu m/a, 35yrs, a casual laborer was shot and sustained bullet wounds, rushed to Masaka referral Hospital where he died on arrival.
Two head bullets and ten cartridges were recovered at the scene of crime.
Armed thugs broke into the hardware shop, put owner and other workers at gun point as they were shooting randomly and smashed glasses.
A report was then made by one KALIISA MOSES alias MUTO male adult 48 years, the proprietor of MOSES K. HARDWARE SHOP
Following the arrests of KANKAKA GEREVASIO, TWEHEYO JULIUS alias RUVIGI, and KIIZA MATIA, the following progress has since been registered.
On 11thAugust 2018, one JUMBA DERRICK was arrested in a makeshift residence where he was hiding with his wife in the areas of Kalangala on Bukasa island.
He was found with suspected counterfeit dollars of 2500 in denomination of 100 notes.
On questioning, he confessed to having participated in the robbery at MUTO HARDWARE and offered to lead us to the person who was keeping the guns and also participated in the robbery. He referred us to one KIWANUKA PAUL residing in Mbuye village, Buzirandulu parish Kasali sub county, Kyotera district.
One KIWANUKA PAUL was also arrested.
A search was mounted and three guns and a panga were recovered with the following serial numbers.

The recovered items were exhibited pending ballistic examination.
