COMPLAINT OF CORRUPTION ON CERTIFICATE OF GOOD CONDUCT LETTERS

The Directorate of INTERPOL and International Relations (DIIR) has confirmed the receipt of an anonymous corruption complaint on “X” formally Twitter on January 16, 2025. This complaint alleges that staff responsible for issuing Certificates of Good Conduct are involved in bribery, with the anonymous source claiming that “almost everyone must pay Uganda Shillings fifty thousand (50,000) for a stamp, in addition to bank fees.”

Given that the complaint does not specify the victim’s identity, addressing their specific concerns poses a challenge. We urge the anonymous complainant to provide more detailed information about the alleged bribery to facilitate our investigation. Nevertheless, we have commenced an internal inquiry to explore the broader allegations.

It is important to clarify that the DIIR only issues Certificates of Good Conduct, which include a bar code for verification. The Ministry of Foreign Affairs is responsible for issuing certificate stamps, with each stamp costing Ugx 20,000 (Twenty thousand), exclusive of bank charges.

The Directorate remains committed to upholding the Anti-Corruption Policy of the Ugandan Police Force. We reiterate the procedure and associated costs for obtaining a Certificate of Good Conduct:

a. Application Process: The process begins with an online application at serve.upf.go.ug/Certificates.

b. Payment: After logging in and following the prompts, applicants receive a payment registration number (PRN) to pay Uganda shillings 76,000 (seventy-six thousand only), excluding bank fees.

c. Appointment: Applicants will be assigned an appointment date and must bring a printed application preview, appointment receipt, two passport-sized photos, and a copy of either their National ID or Passport/Refugee ID to their chosen enrollment center.

d. Certification for Foreign Use: Certificates intended for foreign use are certified by the Ministry of Foreign Affairs and stamped accordingly.

The Uganda Police Force has established policies and procedures for recognizing Certificates of Good Conduct or other services provided by the DIIR. Additionally, measures are in place to protect whistleblowers who provide information about our service delivery.
