STATEMENT ON ELECTRICITY VANDALISM AND ILLEGAL ACTIVITIES

We have received increasing concerns from citizens regarding the vandalism of electricity infrastructure, specifically the tampering with transformers through a practice known as “tap changing.” Some individuals engage in this criminal activity and then demand payment from entire villages to restore power. This behavior not only disrupts electricity supply but also victimizes innocent communities. Such incidents have been reported in the areas of Bunamwaya, Kyengera, Nabingo, Gayaza, and Kabanyoro in Wakiso District and Nakibanga in Mityana District among other areas.

Additionally, there are uncertified electricians who unlawfully alter village connections from “unstable lines” to “stable lines.” These unsanctioned activities, along with the theft of electricity infrastructure, are illegal and will be dealt with decisively. We will also pursue those who procure stolen electrical materials.

We are actively engaged in tracking down and apprehending individuals involved in the theft of electricity infrastructure, illegal sale of stolen electrical items, and related offenses. We urge the public to report any such cases promptly to the police, Uganda Electricity Distribution Company Limited (UEDCL), or local leaders.

The law provides for severe punishments for these offenses, including fines of up to one billion Ugandan shillings and imprisonment for up to 15 years. These measures are intended to deter criminal activities and protect essential public services.

We call upon all citizens to cooperate with security agencies in safeguarding our electricity infrastructure and ensuring continuous power supply for all.
