The Territorial Police in KMP North, continues to investigate the alleged case of unlawful confinement and trafficking in persons at Ttula Rehabilitation Facility, which belongs to Amir Ummar, Sheikh Mohammad Yunus kamoga and his associates. The number of male teenagers and young adults who were formed at the centre, has increased from 32 to 45. They have all been profiled and statements recorded from them.
It is against this background that, last Wednesday, Sheikh Kamoga was summoned with his administrators, to KMP North Headquarters, to explain circumstances under which the rehabilitation center was operating, but he did not turn up.
Our teams have so far established that the rehabilitation centre was operating illegally, since it is not registered by the NGO Board, URSB or any other authorised organisation, the centre had also specialised in the recruitment of male teenagers and young adults, some without the consent of their parents. For instance, Mugisha Siraji aged 17, was picked on the 25.05.2023, from Gayazu village in Kakumiro district; Gumisiriza Ismail, aged 15, was picked by Sheikh Farouk Jjumba at Kihiro Mosque in Ibanda; Katolo Ahmed Amisi, aged 17, a Congolese was picked from a mosque in the DRC by a one Juma, Okech Ibrahim, aged 12, was picked by Ramathan from Oyam district, among others. Some of the victims were picked from countries like DRC and Rwanda. A full list of 45 suspected victims is hereby attached.

9. Abdul Nasulu Usma aged 19 years, a student of Tula Marakaz, and resident of Ttula in Kawempe.

45.Ndagijimana Masudi aged 19 years, student and resident of Tula Kawempe in Kampala district.
The alleged acts of unlawful confinement, coercion, deception, intimidation, abduction, and abuse of children’s rights by Sheikh Kamoga and his administrators, should not be taken as an attack on the Muslim Community, rather an investigation against individuals, allegedly involved in the trafficking of persons. So far, 17 out of the 45 victims have been reunited with their parents and guardians. The facility is crowded, victims were confined in an unhealthy environment with poor feeding, adults sharing beds with juveniles, while others slept on the floor.
As the Joint Security Agencies, we remain dedicated and reaffirm our commitment in combatting networks of child trafficking to help mitigate the risks of child abuse, torture and exploitation.
