Police FC Holds Successful Annual General Meeting

Police FC on 14th July 2026 held a successful Annual General Meeting at the Uganda Police Force Headquarters in Naguru, fulfilling one of the key club licensing requirements ahead of the 2026/27 football season.

The meeting was attended by Deputy Inspector General of Police James Ocaya, who officiated as the chief guest, Police FC Chairman SCP Timothy Halango, senior police officers, members of the club’s Executive Committee, staff and other stakeholders. FUFA Executive Committee member Ronnie Kalema represented FUFA President Hon. Moses Magogo.

The AGM passed several key resolutions aimed at strengthening the club’s future. Among them was a renewed call for police officers across the country to take a more active interest in the affairs of the club and offer greater support.

The meeting also resolved to address the club’s long-standing shortage of training facilities, with the leadership given the green light to explore identified pieces of land for the establishment of dedicated training grounds. Another major resolution focused on developing players from within the Uganda Police Force to strengthen the club’s talent pipeline.

Addressing delegates, DIGP James Ocaya underscored the importance of Annual General Meetings in promoting accountability and preparing clubs for sustained success

“AGMs provide transparency and accountability for the season that has ended and also offer an opportunity to assess the challenges encountered as we prepare for the upcoming season,” Ocaya said.

He congratulated Police FC on securing Kira Road Arena as its permanent home and applauded the club for a commendable 2025/26 Uganda Premier League campaign.

“I congratulate Police FC and its management for acquiring a permanent home and for performing well this season. For decades, Police FC has been a formidable force in Ugandan football, serving as a platform to promote discipline and hard work,” he noted.

Ocaya described sport as an important pillar within the Uganda Police Force, saying it plays a vital role in community policing while improving the physical and mental well-being of officers.

“Sports is one of our strongest tools for community policing. It enhances physical fitness and mental strength, making our officers better prepared for service delivery. That is why the Inspector General of Police launched the IGP Cup across the country. Management believes this initiative will also help us meet the requirements for EAPCO and the Inter-Forces Games,” he said.

He also thanked FUFA, the Uganda Olympic Committee, sponsors and partners for supporting the club throughout the season.

The DIGP further revealed plans to modernize Kira Road Arena, acknowledging Uganda’s Ambassador to South Sudan, Dr. Yahya Ssemuddu, for mobilizing support towards the ambitious project.

“I thank Uganda’s Ambassador to South Sudan, Dr. Yahya Ssemuddu, who negotiated with his friends and secured support to construct and modernize Kira Road Arena into a modern stadium. Once the architectural designs are complete, we believe it will become a state-of-the-art facility,” Ocaya added.

He challenged the club’s leadership to continue strengthening governance structures while urging the players and technical team to uphold discipline and unity.

“I commend the club leadership for their tireless efforts in organizing the club, and I challenge you to ensure Police FC becomes a model of good governance. To the players and technical team, remain focused, disciplined and united. Your performance reflects the image of the Uganda Police Force and the values you represent.”

Representing FUFA, Ronnie Kalema praised Police FC for adhering to good governance principles by convening its AGM in line with the federation’s club licensing requirements.

“I commend Police FC for its good governance. Holding an Annual General Meeting is in line with FUFA policies and demonstrates the club’s commitment to transparency and accountability,” Kalema said.

He stressed that strong governance remains central to FUFA’s ambition of professionalising the Uganda Premier League.

“Our goal is to professionalise the Uganda Premier League, and that can only be achieved if clubs maintain proper records, data and statistics.”

Kalema added that stronger club structures would play a key role in player development while applauding the government’s continued investment in football.

“As FUFA, we expect AGMs to strengthen club structures and ultimately contribute to player development. We also appreciate the government’s continued support for sports, including the allocation of Shs5 billion to the 18 Uganda Premier League clubs.”

He noted that with proper governance and sustained investment, the sports sector has the potential to make a significant contribution to Uganda’s economy.

Police FC Chairman SCP Timothy Halango described the AGM as a significant milestone for the club, saying it provided an opportunity for the leadership to account for the club’s performance and the resources entrusted to it during the season.

“This interaction is very key because it enables the owners of institutional clubs such as Police FC to understand how football operates, while giving us an opportunity to secure their commitment to support us in various ways so that we continue being competitive, attractive, grow the brand and uphold the core values of the Uganda Police Force,” Halango said.

“We also received strategic guidance on what is expected of us next season.”

Police FC finished the 2025/26 Uganda Premier League season in seventh place with 47 points from 30 matches. In preparation for the 2026/27 campaign, The Cops took their pre-season camp to Kapchorwa for a three-week training till 29th July.
